Gentlemen,
With the season winding down I would like to lay out our schedule for events this off-season.
* NsHL & AsHL Re-Rates are in the process of being completed. They will be done prior to the NsHL Entry Draft. I do not have an exact date in mind, but likely somewhere between June 28th and July 5th sounds reasonable. I will keep you updated on the progress of the re-rates.
* NsHL Entry Draft is set for July 12. The Winnipeg Jets will officially be on the clock at 11 AM Eastern. As a reminder, we are doing all 7 rounds on July 12.
* Deadline for all UFAs to be signed and all RFAs to be tendered (offered 110% their current salary) will be MIDNIGHT EASTERN on July 31, 2014. Any UFA not signed and any RFA not tendered will be moved to the unassigned list and eligible to sign in the UFA flights.
* Tendered RFAs will be allowed to negotiate new deals with their current team until October 14.
* ALL players eligible for UFA, including those who have not previously been in our league, will be on the unassigned list prior to the start of the UFA signing period to allow all teams time to plan properly.
* UFA will have four flights each running for 7 days. Days 1 through 5 in each flight will be for offers. Days 6 and 7 will be used to assign players to teams. The flight schedule will be as follows:
Flight 1: September 1 - September 7
Flight 2: September 12 - September 18
Flight 3: September 23 - September 29
Flight 4: October 4 - October 10
* Unassigned list will be opened on October 11.
* Beginning October 15 there will be a flight for tendered RFAs who have not signed a contract or elected arbitration. This flight will run like UFA flights (last for 7 days, days 1 through 5 for offers, days 6 and 7 for decisions on offers). From October 22 - October 26, teams will be allowed to "match" the offer on their player(s). This will be for 95% of the offer. Should they decide NOT to match, they will receive appropriate compensation as outlined in the constitution.
* RFAs age 26 to 30 who have not agreed to a new contract can elect salary arbitration. The NsHLPA will file for salary arbitration by sending an email to the commissioner DURING THE 4TH UFA FLIGHT (October 4 - October 10). No emails prior to October 4 or after October 10 will be accepted. Players who file for arbitration will not be eligible for the RFA flight.
The commissioner will serve as the adjudicator in all cases except when the player electing arbitration plays for Buffalo. In this case, Mike Henderson will serve as the adjudicator. The team and the NsHLPA will both submit the salary they would like the player to sign for and present their case in separate emails from October 15 - October 21. The adjudicator will review both cases and make a decision between October 22 - October 26.
* Pre-season will run from November 12 - November 25.
* Regular season will begin November 29.
Also, players coming into our league (prospect creations and UFA players not previously in our league) will be rated by a committee including myself, Jade Graber and Patrick King.
